The Government of Punjab has decided to construct the Lahore Ring Road Southern Loop under the Public Private Sector Partnership ‘BLT’ Ballot Leas and Transfer. For this, the authority calls the ‘RFP’ Request for Proposal from local and international companies. From Turkey ‘Albayrak’, from China ‘Works’ and from Pakistan Saadullah Khan and Brothers ‘SKB’ was short listed along with ‘FWO’ Frontier Works Organization. The Government has issued the tender of 62 billion rupees.
This month is going to decide that which of the company will be awarded with the contract for the construction of the project; the liability of the company will be include the designing and construction of the project. It is to be noted that Government of Punjab has decided to construct the 30 KM part of ‘Lahore Ring Road’ while the total part that is to be constructed is 50 KM including that 30 KM area. The project will be completed within a period of 2 and half years. The first six months will be given for the planning and designing of the Project. The Government need not to use his reserves to construct the road. The company who will be awarded with the contract can get back his investment after the period of one year of the construction of LRR Lahore Ring Road. The company will get back its investment within a period of 14-17 years. While the estimated revenue from LRR is 12-14 billion rupees annually.
Here are the details of the Southern Loop of Lahore Ring Road which will directly benefit the newly constructed Housing Societies like Bahria Town, DHA, Sui Gas Housing Society, Army Welfare Trust, Eden Abad and others.
The 30 KM part of Southern Loop Ring Road is divided into 3 parts. The Southern Loop Package One includes the construction of 9.35 KM from Southern Ring Road to Feroz Pur Road and its cost is estimated at 18 billion and 65 Crore rupees.
Southern Loop Package two includes the construction of 13 KM LRR which will cover the area from Gajumata to Ada Plot and the estimated cost for Package two is 31 billion and 60 Crore rupees. Ring road Southern Part three is supposed to be constructed from Ada Plot to Maraka which is about 8 KM long route. It is estimated at a cost of 13 Billion and 60 Crore rupees.
The LRR Southern Loop Part four is estimated at 21 Billion rupees, which will be constructed after the completion of above mentioned three parts of LRR. The Lahore Ring Road was started in 2006 to eliminate the load of traffic on the roads of Lahore. The Ring Road of Lahore spans over 90 KM of roads which covers all the exiting points of Lahore.
The 40 KM Long Northern Loop of LRR was constructed in last year of 2012. Now the Government has decided to construct the Southern Loop of LRR by Public and Private Partnership. For this Government has invited the international as well local company. The Government of Punjab has invited One company from Turkey and one from China where as one local company will also take part in the RFP Request for Proposal.
